This report of the Senate Special Committee on Illegal Drugs summarizes the results of research and consultations relating to the consumption, use, and regulation of cannabis. It examines socio-historical, geopolitical, anthropological, criminological, and economic issues, as well as medical, pharmacological, legal, and ethical ones. It describes contemporary attitudes toward cannabis use, looks at the international legal environment, and examines public policy in other countries. Includes an analysis of policy options and 11 recommendations.
